Costa Rican Constituation Amendment Costa Rican Congresswomen/men presented on May 9 a Constitutional amendment for review to the Congress, to: 1. Create an additional Right: The right of having or not having a Digital Identity (in spanish it is called: Personalidad Virtual) to be added in the Bill of Rights (derechos fundamentales). Human RIghts specialist comented today at the Forum that the virtual rights, -the right of not having or having a Digital Identity-, are a *fifth generation of human rights*. http://en.wikipedia.org/wiki/Three_generations_of_human_rights. This means also to create an additional legal fiction, called Virtual Personality/Digital Identity, that people use to manage/maximize the advantages that a Digital Identity offers. Today, May 10, Congresswomen Martha Zamora organized in the Congress a Forum about Digital Identity (Personalidad Virtual) , but specifically concerning legal, social, political, economic, democracy an history. The forum was recoreded and is available. The internal Costa RIcan Congress number, to follow up on the May 9 proposal, is 15890.
